Executive Committee 2026-2029

The past 16th January in Montesilvano (Italy), the DCL Annual General Meeting (AGM) was held with the attendance of 15 members (14 clubs and 1 National Deaf Sports Federation). During the meeting, the delegates discussed and agreed several key matters concerning the organization’s governance and future planning. The following agenda items were presented for approval

• Approval of the minutes of the meeting held on 25th May 2025
• Financial accounts report for the year 2025
• Budget proposal for the year 2026
• Three proposals to be incorporated into the General Regulations

All four items were unanimously approved by the delegates present.

Following the approval of the agenda items, the elections for the presidency of the DCL took place. There was a single candidate for the position, Rosario de Caro (Italy). In accordance with the electoral regulations, the confirmation of the sole candidate required the approval of at least half of the members plus one (8 votes). The voting resulted in 11 affirmative votes out of the 15 members, thereby officially confirming Rosario de Caro as President of the DCL for the new cycle.

Rosario de Caro succeeds the president Juan Carlos Basilio from Spain, who steps down after 12 years of leadership. During his tenure, Juan Carlos Basilio leaves the DCL in a strong and consolidated position, having played a key role in the development and expansion of futsal competitions, women’s football, U21 tournaments, youth camps, the formal registration of the association, the signing of the Memorandum of Understanding (MoU) with EDSO, as well as several other significant initiatives.

The newly elected Executive Committee will be composed of the following members:

• President: Rosario De Caro (Italy)
• Vice President: Juan Carlos Basilio (Spain)
• Member: Francesco Camillo´ (Italy)
• Member: Thomas Krämer (Germany)
• Member: Javier Soto (Spain)

Finally, the meeting concluded with a presentation of the provisional calendar for upcoming DCL competitions scheduled for 2026, 2027, and 2028. This calendar will be officially published on the DCL website.
